Do you think that Nixon shifted the balance between Congress and the Executive?

We hear about Nixon's "Imperial Presidency" but at the end of his term (well when he resigned, and I suppose in the last months of his time in Office after Watergate) I think that we saw a shift in balance from President to Congress (over the Ford and Carter years anyway) Do you agree?
