Whats the best way to get rid of rain rot in horses?

my older mare has had it since last summer and everytime her fur starts to grow in- she starts rubbing and opens new sores. we've used tea-tree oil, palmolive, listerine, betadine and iodine and the most effective seemed to be the palm olive but it isnt helping the itching
