It's an aromatic compound. I an aromatic ring, we don't try to identify which bonds are double-bonds and which are singe-bonds. Instead, we treat it as a complete unit. The electrons which would make the double-bonds are actually shared around the entire ring, they float. The same is true for the ring system that is a Buckyball. Although the rings consist of single-bonds, there are several free electrons that represent the double-bonds which float around the structure.
